XSET includes an option to deactivate the display of the arrow on shortcuts (Appearance\Explorer\Shortcuts\Shortcut Arrow). Normally, this option does not harm you in any way but on some computers disabling the display of the arrow does ALSO disable the assigned shortcut key. 

This means, as soon as you turn off this option using XSET, the assigned shortcut key stops working also. 

Solution

At the moment, the only solution is to activate the display of the arrow again.
