In some cases it can happen that selecting "Shutdown" or "Restart" from the Start menu does not shutdown or restart the computer. Either it simply restarts over and over, or it does not react on the command and freezes.

This can be caused by enabling "Fast Shutdown" in Windows 98/Windows 98 Second Edition and is not a bug in X-Setup. This is a bug in Windows 98 that affects some computers. Shutdown problems may also affect Windows 95 on some computers due to a bug in it.

Solutions

using XSET, move to Network -> Logoff -> Windows 9x Logoff Options, deactivate the "Enable fast shutdown" option and press the "Apply changes" button

or
double-click the file shutdown_off.reg provided inside 29dl.zip

or
using MSCONFIG.EXE (Windows 98) move to System Configuration > General > Advanced Tab and deactivate "Fast Shutdown"
